DVLA incompetence.....
Discussion
Bought a second hand car in February.
Needed TAX etc, so took all th relevant documents to DVLA in Theale, Reading.
New number plate issued to the car.
Proof of ownership and insurance etc provided.
Tax Disc issued on the spot.
Relevant documents processed with promise to send new V5 document sometime in near future.
6 months later, renewal time for Tax disc. No reminder in the post.
Called DVLA Swansea, enquire why no reminder.... DVLA state no record of us being registered keeper of vehicle!
At this point its realised that new V5 document has not been recieved by the missus. About 5 months late then I guess.
State to DVLA - all this was completed in your office (NOT by post), you MUST have relevent documentation and records. After all, YOU issued Tax disc 6 months ago for the car.

Can you tell me who is the current registered keeper of the vehicle?DVLA said:

The name on the form we have is 'Some Bloke, who lives somewhere' is this on your records?DVLA said:

Wait a minute lovey girl (getting highly fecked off) how am I suppose to resolve this if you wont give me the registered vehicle keepers details?DVLA said:
Sorry sir, we'll start an investigation into this after the bank holiday. Dont use the car until its resolved.
WHAT THE FEK woman? Its my car. Its insured. I own it, I am trying my BEST to buy road tax, which i can pay for right now. When on earth will your 'investigation' reveal this incompetance in record keeping is your issue and when will we be able to start using the car again? Its essential to our lives after all?DVLA said:

Incompetant assholes. Wouldnt have happened before the system was fully computerised. To say I'm pissed off is an understatement. I'd be different if we had done the paperwork by post, but as it was face to face at the DVLA offices this is inexcusable.Sent DVLA three export docs.
Emigratted taking one car and two bikes, thought nothing more of it. Paperwork done.
They have processed none of them. Now getting fines for no tax etc on the vehicles.
Written letters, phoned them, faxed them, pushed from pillar to post trying to get them to at least update the records and stop anything further being sent out.
Successful? Not a hope in hell.
Total useless tossers who give out bad advice, hide behind red tape and generally obstruct anyone trying to get their help.

Doesn't the change of ownership need to be sent to Swansea?
Change of ownership was done at DVLA Theale office face to face. They should have dealt with the central DVLA office in Swansea directly. New V5 should have been issued by them, but now no computer record seems to exist of this transaction (depsite them taking all paperwork necessary). The 'skittles' that work in gov offices arent worth having a thrombo over...
Have you tried to tax it at a post office?
I'm guessing you still have the "new owners" slip? Just take that along with the insurance and fill out a form... job done.
Then fill out a form for a duplicate V5 and you'll be sorted.
While you're waiting go for some VMAX runs down past your nearest gatso and see where the police send the post to...

If you have the V5/C New Keeper Supplement (Green Slip) there are a couple of options available as far as I am aware, however, this is what I would do:
Fill out a V62 (Application for a V5 Registration Document) and attach the V5/C(New Keeper Supplement - thats the Green Slip that was given to you when you purchased the car, to prove ownership). By having the green slip it will exempt you from any application cost, if you don't have it, you can still apply for a registration document, it will just mean you have to pay around £25 for the privelidge.
Then, fill out a V10 (Tax Disc Application Form). Once these are both completed you will unfortunatly have to go back to DVLA in Theale, Reading. (You can do this all by post but it'll take for ages).
The nuts and bolts of this are that you are applying for a registration document in your name, therefore as long as you have the V10, MOT Certificate (if required), Insurance in your name and a cheque/card for payment for the Road Fund Licence, you should be able to tax the vehicle again by these means, you would also receive a V5 back in your name within 4-6 weeks.
Checklist:
V62 - Application for a Vehicle Registration Document
V10 - Application for a Road Fund Licence Disc
MOT - If required
INSURANCE CERTIFICATE - Must be valid, the V62 and the V10 must have policyholders details on them.
PAYMENT - For Road Fund Licence, possibly V62 if you have no green slip.
I would say though, don't take my word for it, check here: www.dvla.gov.uk
(I say should because unfortunatly this is a government agency your dealing with here!!)
N.B - I work in the Motor Trade and do not work for the DVLA, and never would, as I swear most of them are created in petri dishes for all the use they are!!!
I hope this helps

Thanks for the advice.
Sadly, yes, tried taxing it at a local post office, they wont. reason - the plate change when buying the car means that the old V5 infomation is for the previous plate. So they wont issue.
The only course open to me is going back to Theale. they have to sort this out.

Sadly no, not since it became 'computerised'. As the barcode on the owners docs now refer to the car with its old number plate on it. They wont issue tax for the car now, as the number plate is different, even if you've filled out the appropriate form.Have you tried to tax it at a post office?

How about scanning the original 6 month tax disc issued at Theale, the posting a copy of it and a letter explaining that you have never had V5 or tax reminder, together with a cheque for the duty from when it ran out.
The serial number of the tax disc will give them an audit trail to work back on.
If you post it to Theale, they will have to sort it out in oder to reply to you. You may get done for non display, but by sending a cheque you are demonstrating your willingness to pay, and that the only reason you dont have a tax disc is because of their mistake.
