What is a "depreciation cost"? You get depreciation but I'm pretty sure you don't have to pay extra money for it. Unless he's been thinking of taxing it.

Fuel efficiency has increased maybe if you have bought a newer car in which case depreciation has INCREASED as it alwsy will on a newer model.

Au contraire, they know exactly what they are doing. There’s not much money in it for the government from the sale of used cars however if they encourage sales of new cars they earn all sort of taxes and duties from the car companies, stimulate economic growth and not to mention 17.5 percent of purchase price and double road tax for the first year if you dare be so selfish as to buy anything other than a mobility scooter.
