Whilst not involved directly, i do buy a lot of phalates and catalysts that are used in petrol production. I'm being told that now mercury is banned and a few more phalates are off the market this is Shell's workaround. Increase in RON is suspected to be linked to an increase in ethanol content.
- disclaimer - i'm not a fuel expert, but I purchase a lot of oil based products for plastics. The post above is based on what contacts at suppliers have told me.

Are you sure its 100ron, i've been told that.But Shell have not confirmed it, I have a suspicion that this "New" fuel is the same with a mere change to the cleaning agents and nothing really to the base stock itself.
You would expect if the RON had increased they would be publicising it. The main points on their website:
