Check the covers are on properly, then put a silica gel packet like you get with new shoes and electircal goods in the back to take out any moister
Failing that polo bumper and headlight off isn't hard, there' loads of threads on the polo owners / edition38 forums that tell you how. This would allow you to check for damaged silicon etc.

I used to get condensation in the headlights of my xkr. It's a fairly common problem and I used the silicon gel method, but I found the ones you get with shoes to be much to small. I bought some 30g ones of ebay for a couple of quid.
Problem solved, and I took them out every few months and dried them out by a radiator etc.
