What happened to Modified cars?

Why did they die out? The recession or the police?
Used to be tons of magazines out every week/month, tons of badly modified cars driving around, and some nice ones too! Now they are very rare to see except for certain carparks on weekend nights but even then half of them are standard. What changed and why? At one point there was even a modified car shop in the Trafford Centre!

I kind of want to go and buy a peugeot 306, get a peco big bore 4, lower it a bit and fit some nice 17's. Why? Because that was my first car and with the exception of the peco, they were all the mods I wanted to do but could not afford 
Now I can...but I feel like I will drive it once then be like....eugh.
