Getting address from car registration - Possible!

Until today I thought only the police or government bodies could obtain a drivers address from the car registration plate. But it would seem otherwise.
I was speaking to my dad who had been sent a parking fine through the post, from a private car park (for parking in a local video shop carpark without shopping there!). They sent what was basically a lookalike of a normal NIP asking for £100 through the post to the leasing company who forwarded it on. (The car has no lease company sticker on so it is not identifiable from this.)
How is this possible? Surely Joe Bloggs can't use a registration plate to get the vehicle owners address?!

Yup, send the DVLA £2.50, give a reasonable reason for wanting the information (eg the keeper has parked on your land and you need the address to serve notice of a fine etc) and robert is your father's brother.

It is an offence to unlawfully obtain personal data which is contrary to Section 55 of the Data Protection Act 1998. Unlimited fines in the Crown Court (or to a maximum of £5,000 in the Magistrates Court) exist as penalties in respect of these offences.

Is this a recent thing, I always throw away tickets issued by private companies NCP etc.
Re £100 for parking outside the video store, if hypothetically you were to not pay, then I guess the next step is for them to take you to court. If this were to happen would they be required to prove that you did £100 worth of damage to them!
pull out on me when I’m overtaking, huh? Private companies who have authority to issue penalties, fines etc relating to motoring offences usually have permission to obtain car owner details from the DVLA.

You don't need to prove damage.
It's a matter of contract law. If there is a clearly visible sign stating that by parking on private land you are entering into a contract with the land owner or his agents to pay a fee, then if you do park you have agreed to the terms of the contract.
Such contracts are definatley enforceable in court, as are any reasonable costs derived from enforcing the contract. Baliffs can be used to seize goods to pay the fine and costs.
We have had years of trouble with people parking on my private land dispite signs and personal requests not to, resulting in blocked access and inability for me or my clients to park. People know there's nothing you can, or rather could, do about it. When they find that the tickets are enforceable by the courts they pay up and don't park again. I haven't had any trouble parking on my own property since.
You can get this for free......if you know someone who works for the DVLA
Mate of mine was recently cut up by some fool who proceeded to get out the car with a tyre iron in hand. Said mate got out and scared him off (big lad).
Anyway his number was noted, address obtained and he had a visit round his house....ahem.

Nah, it happened a good few months ago, he wrote back and said "Prove it!" so they sent a side on photo of his car (or a similar one
). Obviously he wrote back saying that is useless and could be anyone! That was a good few months ago now.

An African guy came shouting and commanded to park the car much closer to the car next to me. Which I did the second time, but still it was not enough for him. He insisted to park way much closer. I was very concerned as my car was that close, it might get scratched by the door from next car. I explained but he was not listening, instead he was very uncivilized and shouting on my face. He told me to get out from that car park as he only allows to park, who he lets. He threatened that if I leave the car there, my car will get damaged. I found very suspicious about him. I wanted to talk to his boss for his appalling behaviour. But did not find anyone there. Before I was leaving, found his tone very threatening. I am an educated person, I found it of no use talking to that guy with this sort of behaviour, I left. Although there was a pay point, I still think it is a dodgy situation, as the machine was not working and that guy is collecting money from the people. I never had this type of experience before.
