Depends which story you believe...

Story one:
Jochen was pissed off with Chapman after his accident in Spain. He was also getting pissed off with the commercialisation coming in to the sport as he thought it ruined the sport. He did it as a pisstake as it was bout the only thing that Chapman couldn't stick a sponsor's sticker on.

Story two:
Jochen's manager (one B.C. Ecclestone) told him to do it.

assuming that was 1968 from the lack of wings i don't think the new car was present at Kyalami. I don't remember the photos of Hulme chasing Hill down in Spain with the panniers being present. I assume they were fitted for Monaco and maybe Monza.
