Devon and Cornwall have always had good roads. Considering Devon has more bridges to maintain than any other county in the UK, they do very well.
I lived in Devon for 12 years before moving to Lincolnshire and must confess I did find a big difference with the condition of the roads. I have recently moved to a car with sports suspension which exaggerates the problem more.

Nope not a chance... I ride up that way quite a bit and the road are pretty good in most cases. Around Horncastle/wraggby/market rasen anyway. The peak district truely is shocking, holes everywhere, gravel all over the places, surfaces worn down to a super smooth shiny surface which is deadly in the wet... a truely horrific place to ride.
Wales/North Wales has the best road network in the UK... the surfaces are fantastic.
I went to Powis in mid Wales two weeks ago and I have to say the roads there were not much better than here in Lincolnshire.
