I had a PP on a car I was giving to a friend in Germany.
I sent section 11 (exporting the car) of the V5 Form to DVLA the same day I sent the V317 (transferring the PP to my new car). The date was 6/6/15. I put a note to say Section 11 was missing as it was on its way to DVLA.
DVLA came back 12/6/15 to say the car was exported.
I appealed and said that the car was only out of the country and not officially recognised by DVLA as exported until I received my road tax refund. I received my refund on a cheque dated 21/6/15.
They repeated the message "The car has been exported" and refered to Sectoon C of the guidance notes for V317.
There is no advice anywhere on exporting
What is their problem? Between the above, closing down local offices where you could have a face 2 face chat and now having to go on line for a PIN to rent a car, what the Hell is DVLA all about???? They promote their "Charter Mark for customer service excellence" and "Investors in People"
Has anyone else ran into my PP problem and/or problems with DVLA?
Any help appreciated.

I've had this getting on five years now. I'd like to know what it's worth. I've seen some other, not very memorable plates with very high asking prices.
