I think it's normally offers on the bigger sizes like 5.3 but an engine builder will tell you.

TVR Power has some blocks; I thought they had something to do with Cosworth. They are for the large journal crank, so small journal crank owners need a new crank. I discussed this with Dom when my Engine slipped a liner. His advice was if you have the big journal get the block, if you have the small journal get top hats.
I also spoke to Mark Adams. Mark was saying that there is a problem with the design and the amount of metal in the vicinity of some bolts. As the capacity increased it weakened the area and this became prone to distortion when the bolts were tightened. This in turn reduced the security of fitting of the liner. He advocated top hats. I’m not sure if the new blocks have reinforced the problem area.
I sent mine to V8 Developments and they fitted top hats. They said that any block cracks could be welded prior to fitting the new top hats as part of the fitting. Fortunately, I didn’t have any.

See , this is my thought.
Power have those "cosworth" (sure thats how they described them in Sprint), for about £1000.
Top hat liners are £800 fitted, but then I would need new cam bearing aswell.
See where this is going? New "re-designed" block for £1000 (maybe less)
Or old seasoned block with top hats, new cam bearing for about £1000........

Basically it's a 4.5, 2.5" mains crossbolted engine with the late pistons and rods. It was dismantled and the rods were balanced end to end etc before the crank was dynamically balanced. It has a new intermediate front cover which accepts a dizzy and there's the 'G' rotor crank driven oil pump. Water pump's new as well. The heads are nicely ported V8D items, overhauled etc and in good condition. I think the valves may be a tad oversized but can't remember. The pistons are 4.0 items iirc and compression is in the high 9's. It will have a new aftermarket cam installed maybe it's a 218. Inlet manifold (green) is located with chrome 12 point bolts, rocker covers and plenum are also freshly painted green with the raised enges polished. There's also a fuel rail, hot wire injectors, a rover loom, a maf meter and a black land rover ecu. Maybe a hot wire item? The main and big end shells were new as well. The engine had the bores oiled a year or so ago and then it was 'bagged up'. It may be an idea to lift the heads and sell the engine with them off. That said, I checked it today and the crank turns freely. I found a new starter motor as well. The steel sump has had a baffle plate welded inside. I can sell this for £1500 on behalf of the owner and AnthonyJ has first dibs

a top hat blck should come with new cam bearngs and all the line bore checked rectified if it needs doing, just out of interest a seasoned block to me makes way more sense than a new unused block basically for the reasons of movement. i am not saying there is anything wrong with the coscast blocks at all they are probably the dogs ******** but i cant see for the life of me why they have not fitted top hats.Power have those "cosworth" (sure thats how they described them in Sprint), for about £1000.
