Yep its the outershroud that has worked its way loose just looks to me like it needs to be bonded back somehow.

No not at all. As these nuts tighten down they twist the shroud so that the top is squeezed in. It dosn't always work so many of them are supported with silicone. You describe the exact fault I and many others have suffered. In the end you may well need silicone. If your wing-nuts are loose then silicone won't hold for long. You need the shroud to be supported all round. This is a common fault. Invest in a copy of the bible then you'll see what I mean.
