How do you achieve this look, are the alloys simply too big for the tyre?

Does it have any deteriorative affect on the tire?
What are the legal restraints on the tire sitting out from the arch?

I suspect it fecks with the turning circle and ride comfort?

Searched Google with no luck

Can't answer many of the questions, but that car would fail an MOT.

The tyre (certainly the top 25% of the tyre) has to be within the wheel arch
(presumably so that your not throwing stones/water/general road 5h1t over any vehicle following you)

It is as simple as fitting a narrow tyre onto a wide rim.

A group called the ETRTO give guidelines on the recommended width range of tyres (185, 195, 205, etc.) to fit onto each standard rim width (6.5J, 7J, etc.).

By the look of that image, they don't come close to the standard specificatons. You can see the section of tyre bead usually hidden by the rim.

As for what the effects are, I couldn't guess with any real confidence. Sealing issues, wear problems, higher incidence of failure? Might be worth asking about on VW modding forums.

And if you can find that specific reference in an MOT test manual you'll clear up a lot of arguments on the matter. I've been pulled on this and waived on my way (other than a producer for the privelige of being right), there's nothing I've ever found set in stone on the issue.
