Starting a nice cafe

Any pointers? Budget? I am half French and would love to start a "proper" French cafe.

I mean selling proper coffee- not buckets a la starbucks. Fresh pancakes, savoury and sweet.
Nutella, nutella & strawberries, Orange or Lemon Juice with sugar etc...

I am thinking of offering something different- I think it may be the only way. No point in opening a cafe offering bland coffee and stty food.
