Ovi Maps uses a data connection for two core things:.......................Both/either of these connections can be disabled.
If you go into the 'Maps' menu press the little spanner in the bottom left hand corner
Then select 'Internet' and then you've got the option to have an offline or online connection. I am guessing this how you disable it if you want to rely soley on GPS in order to avoid being arse raped for roaming charges.
No internet connection. Select 'options'>'Tools'>'Go online' to go online.
When you do this it beeps again and repeats the message.

Secondly try this....
Main menu/Applications/Location/
Select 'Positioning'
In 'Positioning Methods' you can choose from any or all of the following. Assisted GPS, Intergrated GPS, Bluetooth GPS, Network based. I have disabled all apart from 'Intergrated GPS' and mine still works, takes a little longer to get a GPS fix.
Thirdly, try looking in 'Positioning Serve'. These are my settings...
Positioning server 'automatic'
Access point 'Must be defined'
Server address 'supl.nokia.com'

settings... select "do not allow data access outside home network" or something or otherI think it is the default setting anyway but have a look and make sure
