indoor gps/positioning/bluetooth

Helloo,

If i wanted a system that will scan a conference room sized room to find people's mobile phones and liase with an app on it is the tech available?

ie if it was outside i'd use gps to locate all the people in the given area. Is that possible indoors - could you use bluetooth or is the range too small? any other way?

IndoorAtlas lets you build your own apps based on their cloud based positioning system.

RapidBlue Solutions I believe use BlueTooth to measure footfall in retail locations.

thks are there any systems that you can use without having to install hardware in the building / map the building. ie want the phone to basically say hi im here who else is in the room like bluetooth would? is bluetooth only 10m range?
