On wireless in my House I am getting about .41mb and when I am hard wired into the router I get
between 11 (11,301 kbits/sec ) and 20mb.
IS this due to my router being Slow or my wireless card in My laptop. How can i check these and what can i do to speed up my wireless connection ( i am guessing a better router/)

Reboot the router (pull the power cable out for 30 seconds).
If this doesn't improve things then down in the system tray (by the clock) you will have the Intel manager and Window's little network icon double click both. One will tell you that the other is managing the device but which ever one owns up will show you the connection speed. Which for that setup should be anything from 54Mbps down to 1Mbps.
If it's very slow then try playing with the antenna on the Belkin (if you can) or playing the device higher up (again if you can).

Being honest it could any number of things .....
Starting with the Intel 2200BG card - as TB points out, there used to be severe problems with the drivers. I had no end of grief with them. The version of the driver I use is 8.1.0.25, from June 2004.
I don't know what machine you're running it on - but I'd go to that vendors website and see what versions they have of the driver, or known problems/issues. In my personal situation, I'm running an application called Access Connections - which actually causes the conflict and it's a known issue.
As thepassenger says, as for the router itself - could be phyical things - you're 12-15 feet away - is that in direct view, or is that via a wall or floor? What do you get if you sit right next to the machine? Relocating the router and/or the aerial might help.
It could be that the channel you're on might be causing issues. Change the channel to a higher number, and see if that helps.

specifically pick a channel that isn't 1,6 or 12, especially if there are other APs in the area. NetStumbler is your friend for finding a free channel.
One very important point I doscovered wiht the Intel proset built into my Dell laptop. Do not use the XP wireless software. Instead make sure you are using the Intel Proset wireless software to manage the wireless for you. To set it up just run the proset application IIRC it asks if you want it to be the default (or theres a clicky somewhere on the front screen to do it).
When running with XP management my dell could only get 1MB from an access point I was about 5 feet away from and couldnt see any others. Fire up the intel software and it changed to full on 54Meg and I could see about 12 other access points in the vicinity !

from experience i would say that the router is at fault.
Have you always had slow speeds via a wireless signal?
I've recently had to take back a new router as the wireless signal was flacky (kept dropping out and a laptop less that 5ft away wouldn't see the SSID). After replacing the router is was pumping out a nice strong signal that could be recieved from the other side of the house.
