Couple of my housemates use my pc and often change my wallpaper, is there anyway I can lock this in my login?

Not sure, but if it's your PC that they are using why not tell them the "no changing desktop wallpaper" rule. And if they keep on doing it, change the login password and remove their privileges?

There's probably a way of locking it in Local Security Settings > Local Policies or thereabouts ... probably (assuming they do not know how to edit it too).

Or of course you could just create multiple accounts and let them muck up their own profiles rather than yours.
