Lost 1.5mb of Broadband speed

I've been with BT Broadband almost since day 1 (it would have been day 1, had they not lost the database of original people who registered for it).
Anyway, in all that time I've never had any issues with my connection.
Until now.
I'm about 4+ miles from my local exchange, and although I pay for BT BB Option 3 (20mb)) - the best I've ever got was a 3.9mb connection.
I occasionally test my speeds - but today my speed is down to 2.2mb![eek](/inc/images/eek.gif)
I swapped out my BT router for a Netgear one - and that gave me the same speeds. Plugged it into the master socket - and still got the same.
Does anyone have any idea or suggestions why I'd lose 1.5mb of BB speed.

The thing that irks me is that they provide a service for an engineer to come out and check your service for £85. And if they can't increase the speed by .5mb then they refund your money.
I'm happy to pay the money - but loathe to do so if they have throttled my line, and will simply 'unthrottle' it - voila - that will be £85 please.
