Dodgy paint on bonnet of new car.

High guys,
Bought a new car recently and it has a Very funny bonnet- it seems to have lost some of its lacquer and even some of its colour- almost looks like its been sand blasted.
Will I need a full bodyshops to repaint, if so what sort of cost can I expect to pay? Are there any other potential repairs- smart repair equivalent for example?
