Evening.

What will be the best way of treating this before I atempt anything myself?

I looked at buying Hammerite Kurust on the exposed rust and then using a touch up pen.

Leave the bulbling till the paint flakes off, and in the mean time coat with oil?

Thanks for you advice, looking at a DIY project, unless a bodyshop would do it for a reasonable price?

Ginding back to clean metal is the way to go then treat/prime/paint. i find kurust a waste of time, it just sits on the surface of the corrosion.
Ive just ordered some bilt hamber products to have a go at some spots on my daily shed, they are highly recommended. (hydrate 80 and deox gel)
Im going to pick the loose off then treat with the gel,hydrate 80 after this and then some etch primer and topcoat.

Looking at your photo I have to ask are you sure it's rust and not just the lacquer coat flaking off?
