contact Paypal and tell them you havent received the item, you should get your cash back

I've just messaged the seller telling him its his responsibility for the item to get to me. If he cant rectify the problem I will be opening a case on ebay.
I wouldn't give him the option - just open the case - he has to provide proof of delivery (which he can't as he skimped on postage).I would only use First Class for low value items - I don't expect to get diddle by someone with good feedback on a £50 item.
