As far as I know, it means its unique, one of a kind in that paint and spec.
I don't think it needs to be unique (someone else could have chosen that spec before you). The colour is not from the standard list of colours, but it is off a different list. It's not a thing like Rolls Royce have - where they will match any paint colour. It is a full option list, but everything is from an option list. You can't have a lime green and purple check pattern paint with gold lamé upholstery, unless it's on the list .
As above.
It's just an extended range of colours, materials and trims that have a price hike on them.
For example:
2009 E90
a Standard Msport will have dakota leather seats, the individual one is merino leather (softer) and cost an additional £2,405
Optional interior trims were about £200. Stick Individual in front and they are over £500

It's one of my goals to one day have enough money to order/justify a Bimmer with Individual Paint / Interior. The interior certainly benefits from it, given the quality of the leather is that much better (i.e. real leather rather than manmade). And to have a colour which stands out as being different from all the usual black, grey, blue cars.
Same I'd love the opportunity to spec all the individual stuff.
Even better is I'd love to walk in and demand my new BMW is sprayed Techno Violet. Regardless of cost.
My 335i has all the individual kit bar the wheels. It's got the paint, interior trim, leather upholstery and the sound system. I want some Individual sill kick plates to replace the M sport ones but you can't get them

Here's how the BMW individual plan works:
When new car buyers are ordering their car they are convinced to pay thousands of pounds more for a special paint colour that will make the car stand out as being more exclusive and be worth more in the future.
(In reality, nobody really notices that the colour is not a standard colour and so owners have to bore their friends informing them of the fact).
When it comes time to sell the car, owners add a couple of thousand pounds to the value of the car due to the exclusive colour.
(And then come to realise that nobody else really cares about the paint colour to that degree and so they have to sell the car for pretty much the same price as all the standard colour cars).
Basically, the individual programme is BMW's equivalent of other manufacturers "Limited Edition" models - You just don't get the "Limited Edition" badge on the boot!

They offer a bespoke individual programme as well: It is a full option list, but everything is from an option list. You can't have a lime green and purple check pattern paint with gold lamé upholstery, unless it's on the list .
You can have just about any colour you want within the bounds of brand and paint tech they will even put hand painted coach lines on the car (very Rolls Royce), customise your interior leather/monogramed trim/precious metals all to your unique spec.
