Renault Megane Mk1 heater blower/fan

So, I bought a mk1 Renault Megane for next to nothing yesterday. Decent enough condition and apart from a couple of minor niggles.

As part of the sale, the seller told me that the heater blower didn't work. Warm air comes through when moving but the fan doesn't start at any speed on the dial on the dash.

I thought it might be as simple as a fuse or relay, or if not then figured the fan wouldn't be too hard to change.

Anyway, having got the car it seems that the fan is located beneath the scuttle panels at the bottom of the windscreen?

Can anyone tell me how I get the fan out of there as there's is basically no access at all.

OR

Is there anything else I could try first?
There's very little information online regarding this problem on these cars, but one thread I've found suggests that it might be a resistor of some kind that has failed which might also be beneath that scuttle panel, but I can't find that either?
