I would have thought likely to fall under UK bull bars legislation.

But I would suggest speaking to your insurance company to see whether they would be prepared to cover you before you go any further.

I thought it was amusing, like the opening words to a song.
As for the bash bar, are you taking inspiration from US style mods?
I doubt that the car would pass an MOT and I also doubt you would get a warm reception from the police or the courts if you ended up injuring someone.
If your insurance isn't informed I'm thinking it would also invalidate your policy, so you'd be on the hook for the hundred of thousands of pounds of care that might be required for someone whose legs have been amputated by your contraption.
Personally, I'd say that the these type of mods that essentially stick two fingers up other road users might suit the wild west approach over the water rather than here.
What it leads to is ever more draconian controls, especially if a trend starts and the inevitable fallout from that follows.
It's in the same pool as pops/bangs, dpf delete, front numberplate delete, etc.
My advice, just don't.

Begs the obvious question why?

I suspect you would be stopped and not in a nice way as soon as someone shouts terrorist for driving around in a car that looks modified to cause maximum damage to pedestrians.

Daft idea on many many levels.

I got stopped when driving my car without a bumper - it'd been taken off by a bus while parked, so I had to put it in the back seats, get it home, then get to an evaluators the following day. They said they couldn't touch it, so off I went to a mates garage and on that journey, blues and twos.

I explained the whole story, got to go on without any issues, but the police weren't impressed.
That'd probably get pretty tiresome after the third tug.

In fairness that wouldn't disintegrate a pedestrian, rather mush them into a fine intermingled paste.

My gut says this won't be legal. And that aside to answer your question, legal or not, you will get pulled. regularly.

Hmmm I wonder what Admiral would say when you ping that photo off to explain the modification you’ve declared on your insurance application.

I'd have thought the slightest 'nudge' would cause more damage to the car's structure than if an OE, crushable bumper had been fitted.

am i missing something , Why would you expose the front rad and other components to the elements , there's a reason for front spoilers , , you hit an animal , or something in the road , your rad is toast .
You could never park anywhere ,without the possibility of some toe rag messing about / damaging or steal a front part.

I think the biggest issue here is going to be getting it through an MOT. And then if it can't pass an MOT at any given point it is not road legal.

The police have the power to stop you right where you are, order a tow truck and have your vehicle dropped at some appropriate repair place. It happened to me once because they were desperate to nail me for something and said they could smell petrol vapour in the boot area. Can't remember if I had to pay the recovery or if they just insisted I drive to the nearest repair place.

Basically from the moment you perform this modification you'll be on a countdown for getting it reversed, just a question of how long it takes for the police to see it or for your MOT to expire.... barring any sort of an incident of course.
