I have two holly bushes next to each other, different variants. But 2 years ago the one on the left dropped most of its leaves and never recovered, no fresh growth at all. Since then, I've fed it multiple times with bone meal and plant food, but nothing really works.

Should I take the risk and cut it right back to help stimulate fresh growth? Any advice on where to cut it back?

It's hard to see what's going on from the photos. But I'd trim back any obviously dead bits then wait. If you break a twiggy bit is it still green inside?

It'll take ages to recover if it ever does.

If it's got brown spots on leaves then probably Holly Blight. Cut off infected parts and remove fallen leaves. Try fungal spray but hit or miss if works. Every chance tree will recover by itself over a couple of years.
