I agree that its probably the park switch, but mine was doing this and wipers sticking at different places after it had been stood over winter. It just freed itself up after a couple of weeks using the car again and is fine now.
I don't know if they are prone to sticking as opposed to failing altogether.

Had a similar problem lately.
Check the wiper motor in the engine bay and turn then wiper on. If the motor is in a fixed position and not moving then I agree with the other comments. If it is movng then you'll need to check a screw about 7" left from the wiper motor under the shield of the front window. If it's loose then the power from the wiper motot can not be transferred to the wipers and brings them to a stop.

Just to add to this. Have they slippen on the retaining bolt? If you look at where the wipper arm attaches to the car then you can lift the end bit up and there is a bolt, loosen off the bolt, move wipper to correct position and tighten bolt.
I had a similar but more drastic issue with mine lst week, when the arm broke and became stuck in the up position, the wipper bolt ws then just twisting round.
