Where's the best place to get 18" wheels for new mini?

There are lots of places to look. If you want orignal second hand its worth looking on ebay (but do so with care). Also try Mini spares, Mini sport, Ripspeed. What are you looking for?

18" wheels must ruin the ride and handling surely? I'm regretting upgrading to 17" wheels - the bump steer borders on dangerous.
