throttle stop

Can anyone shed some light on this little situation for me. If i put my foot all the way to the floor on the gas pedal my throttle butterflies do not reach the fully horizontal position. It seems that im only getting 3/4 of an opening. Having further investigated I found at the top of the throttle pedal a bolt locked into place to prevent the throttle opening any more. It seems that this bolt is adjustable, but has no more room to allow a wider throttle opening. Should the butterflies open upto the horizontal position or is this the limit? I would be most grateful for an answer.
