Fine words from the Home Secretary. But what exactly is: "We need a complete change in emphasis, with communities working with police and other agencies to tackle anti-social behaviour." supposed to mean?

Rather than brand people with 'Asbos', I think they want to involve the communities to get poeple doing community service and the like for disruptive/ destructive behaviour.

I think it would be a good idea. It's plain to see the Asbo does SFA in helping improve or prevent future, similar behaviour

It always struck me as wrong from a civil liberty point of view that you weren't capable of convicting someone of a crime, so you got a court to invent crimes for individuals on an ad hoc basis, which could see them locked up. Seemed like a pretty slippery slope, though I get the impression it has worked pretty well in places.
