FTTC Broadband - Anyone got it?

Just noticed that I can now get FTTC at around 30mbps down/7mbps up.
Thanks to O2 and Top Cashback it would appear I could buy out the remainder of my existing contract and I'd come out of it even.
Question is, who's offering the best FTTC deals?
At a glance it would appear to be BT by a long way, but that's odd since I thought ofcom pretty much forced them to not be competitive?

Just be aware you will need to add on a bit extra because of the VAT increase. I am currently with Aquiss at the moment on their Business 90 package.
