^^ Whilst this is pretty good advice.....

OP needs CCTV, cos if this guy is your typical 40 something bald single brain cell meathead, he'll need backup.

Indeed, the OP needs to be prepared for a violent response. It could even be that the unpleasant neighbour is just waiting for an excuse, and that the car has been left there for just this purpose. The courts are quite lenient with people who use violence, unless they have done it a lot before, and the neighbour might think it worth paying a fine/suspended sentence for the pleasure of giving the OP a hammering.

CCTV is essential here.

I don't think you mentioned about the violence though. Hinted maybe, but sometimes things need saying out loud.
