They don't, there is no advantage to it and most people don't carry it anyway. It is a convenience for the motorist that they can avoid producing at a police station surely?

Its more work for me if they surrender their licence at the roadside, as I have to look after it and then remember to send it off with the ticket! I've also got to write out a temporary licence for the driver to use. Much easier for me to get them to produce it.
