Question: I overtake, car matches my speed and I have to

Just had another incident like this on my way in to work this morning.
I approached a fairly new Seat Leon (with double exhaust and sporty trim and wheels etc) that was travelling at 45 mph in a 60 zone. As I neared the vehicle, the driver slammed his or her brakes on for no apparent reason and then lifted straight off. Understanding what I was dealing with, I held back until I was sure I had a clear run to overtake.
A short while later, the opportunity was there so I overtook. The Leon accelerated a bit and as soon as I was in front, stuck the full beams on. This was for no apparent reason whatsoever as I had a clear overtake and could see right up the road. It was so clear that someone else overtook the Leon behind me.
Utterly bizarre behaviour.
Oh yes, what was also odd was the fact that the Leon was doing 45 mph through each speed limit we went through (30, 50 and 60). Odd.

There are a number of threads on the "45 everywhere" drivers. They are the majority in a lot of parts of the country. My own theory about the choice of 45mph is that it is the bottom of top gear in most cars - so it's what happens if you keep changing up until there are no more gears left and then just pootle along while dropping tweets/doing your make-up, strumming your sex organ.
