I would have suggested something involving water boarding, or similar.
There's always some leftie do-gooder who wants to reward people who commit offences. smile

And how owudl you administer such a system? you would need a amssive database of 'first offenders' for a start and then lots of staff to administer the community service

a fine is fine. though 80 big oens is a bit steep. 30 would be more apropriate IMO.
Perhaps if you worked harder than 80 "big ones" would not mean so much to you wink

I think you're getting confused between motor boating and water boarding!

I'm guessing folks in your area move around town quite slowly then?

Do you have an alternative suggestion as to how litter louts should be dealt with?

I agree, i prefer my town nice and clean, But i dont feel that a fine is the right thing. I feel it should be a warning on a first offence, then maybe 12 hours community service of litter picking for repeat offenders.

A lot of locals are upset about these 'environment officers' because it is just seen as a method of revenue collection.

Callmedave
Community service is a good idea but there'd need to be a fine as well to pay for the management of it.

When I was a wee youngling (a few years ago that would be), a mate and I were messing about with some snow spray we'd bought from the local shop and sprayed some on the grafiti wall under the underpass. Two PCSO's walked round the corner, spotted what we were doing, ran up to us saying we were getting done for criminal damage and demanding our names.

I refused to give any details on behalf of both of us, showed them it was snow spray and wiped the wall to remove some of it and show them.

They wouldn't have any of it, snatched the snow spray and placed it in the nearest bin and said they would get the Police involved if we didn't state who we were. Once again, we refused and I said to please go ahead and waste some officer's time, I'd love them to turn up mob-handed for a couple of 15 year olds with snow spray.

After continuous demanding of our details for about 10 minutes, I'd had enough, strolled off and got the snow spray from the bin. 'What do you think you're doing?' is what the PCSO snorted as I got it out of the bin. 'Leaving' is what I replied. They didn't say anything more and didn't bother following.

They didn't bother following.

Excellent!

Littering is disgusting in any shape or form in my opinion.
It is, but how many fines do "travellers" get when they leave a field or whatever in a mess? Is this not yet again a case of going after the easy targets rather than the worst offenders?

How is someone doing their job a "meddler"?

What are they meddling in exactly? It's not private property we're talking about here.

rubbish story
So basically, you were acting like an idiot and being a nuisance, you were politely asked to stop being a prat and you refused?

I'd have hoped in the past year you'd have grown up a bit and realised that there is nothing cool about this story, your act of defiance is nothing to be proud of at all. But I don't think you have grown up, otherwise you'd look back on this story with shame, rather than bragging about it on the net.

Were they being a nuisance, really? They weren't politely told anything, according to the poster.

There is nothing 'cool' about the story, and it's really nothing to brag about, but there was no criminal damage, they don't have to give details and they can't get their snowspray confiscated/disposed of involuntarily.

The fine is spot on, 80 pound is a pain for anyone.
I remember following a Black range rover sport out of sainsburys and seeing the window come down, cellophane wrapper from a fag packet flung out the drivers side. Followed by the silver foil. Really narked me. It really shows a complete disregard for others. I would love to see people like this copping an 80 quid fine.

Dont get me started on fly tippers. But the fines are way heavyer for that.

Yes there was, criminal damage includes temporary impairment (wall was impaired until it could be cleaned). (R v Fiak [2005] EWCA Crim 2381 clean water on a cell floor, for example)

The fines may be heavier but they get so few people anyway, there's no real enforcement. There is a sort of half arsed effort, but I don't think people are too worried about being caught when they go tipping.
