Only when it's a private sale, not (as in this case) when scrapping a car or selling into the trade. Then it's the other way round. You retain the yellow V5C/3 slip and send it to DVLA. The V5C is given to the dismantler/motor trader.

I am constantly amazed by how many people manage to get things wrong. The correct process is explained in the notes. All that is needed is to be able to read and understand them. It's not that difficult.
Or , when scrapping a vehicle yourself , as opposed to giving it to a breaker , fill in the part to confirm that you have broken the vehicle up yourself / permanently exported it , and send it to DVLA .

Back of the yellow slip clearly states do not give this to a motor trader, you the register keeper msut imform the DVLA of the change of owner. Failaure to do so may result in a fine or prosecution.

I'm sorry OP, but you made a mistake and now the DVLA want their money. Pay it and learn from it frown

Years ago when the V5 was a single page there was a tear off strip on the bottom that you filled in with the new owner's details and sent to the DVLA, giving the rest to the buyer. Although DVLA asked for these strips they did not do anything with the information. If the new owner did not send in the V5 with their details then your details were still listed against the car so you would get the parking tickets, etc and not the new owner.

I phoned DVLA as I received parking tickets, no tax notices, etc for cars that I had sold and they said they did not do anything with the tear off strips. rolleyes What was the point in them asking for them!!
