I think it depends upon the owners home address.
I lived on the IOM but was over here pretty much full time for a couple of years, just going home at weekends. My car kept its Manx plate etc as the IOM was still my home address.
After moving back here, I had to re-register it.
Things might have changed....

So maybe I should clarify. If my main home was in the UK and I had a 'presence' in the Isle of Man, (holiday home or such like), for example.
Also, what is the score with parking tickets/speeding fines/tax etc?

Well, when living on the IOM you have a Manx driving licence and so things are/were different and I had no experience of speeding tickets etc at that time. You also paid Manx road tax on your car which was considerably cheaper.
I'm not sure of you could do the same with just a presence such as a holiday home or a mailbox. Others can probably advise you better.
At that time, I did check with the DVLA about driving a Manx registered, taxed and insured car over here and it wasn't a problem - so long as my home was on the IOM.

I've recently (Mid December 2016) bought a car from the Isle of Man, and it's still on its Manx plates. It's insured with Flux on its Manx plates, and according the Isle of Man registry the car belongs to me at my address in England. (There was no 'export' section on their V5C equivilent.)
I ordered a V55/C form from the DVLA, but I can't help but feel this is an overkill form. As, the car originally came from England, then marked as exported.
I'm enjoying not paid any RFL at the moment, but I'm unsure on the exact legalities, and how exactly to register the car. Has anyone done this before?

I just hope that a regular visitor from say the IOM wouldn't get caught up in the operation?

You need to come down to luton , bring lots of transporters with you . We've seized hundreds of cars owned by Eastern Europeans and others who now work over here.

I did indeed do this ! The DVLA were in fact, most helpful.Step 1. Go to www.hmrc.gov.uk/nova to start a Vehicle Notification of import, pay any VAT due. (None for me, ~£10K car, originally purchased in the UK)
Step 1.5 Simultaneously, you need a valid MOT certificate. Most garages can and will MOT using the chassis / VIN number.
Step 2. V55/5 form application, in order to get a V5/C, presumably on the old registration it left the UK with.
Step 3. Tax vehicle.
I'm currently at Step 2, will fill in my V55/5 form and send away.
