If that was what they said, they were incorrect - it's only a totting ban that has the effect of wiping the licence clean of existing points..Spotted an actual example of someone with 30 points still driving. HGV driver who failed to notice a temporary speed limit on a road he obviously used a lot - and by the time his first NIP arrived he'd been caught 9 times by the same camera. The magistrates evidently thought that what he'd done wasn't ban worthy, especially in view of his young family. Which seems fair enough to me - 30 points suggests someone with complete disregard for the law, but it could equally mean someone who did the same silly thing several times in quick succession without realising.
In a sense I can understand that. When you use the same road every day, you can become very 'automated' with regards to the signs and road layout, hence the red 'Road Layout Changed' signs you see from time to time.
