The most shocking part is despite the video and court case the cop is reported to have been promoted not sacked.

I'm guessing but it looks to me very much like the COP was angry about him not stopping sooner and let this anger influence his actions.

the US has a funny attitude towards training for emergency services personnel in general I'm not sure what kind of training they give the police in America but they seriously need to reassess it. The public must despise them.
as a rule the training is far shorter than elsewhere i nthe world, pitched at a lower academic level and in some cases is open access ...

It cant be in anyway fun trying to arrest somebody who just robbed/killed/injured a citizen whilst they are trying to kill you during their escape.
Perhaps, the Police should only serve for 2 or 3 years and leave the service whilst they are still full of their moral need to protect & serve joe public - and long before they become the emotionally damaged types that lash out in retailiation.
I cannot see who that would work though. As you would have force of rookies with no experincence detectives.

A fire chief or a paramedic can hear a police officer tell one of their staff working at an incident to do something he considers unsafe. In response the senior emergency responder instructs his staff "don't do what the cop is telling you. Do what I say". This has resulted in the senior emergency responder ending up on the floor, in cuffs and with a cop sitting on him shouting "you just obstructed a police officer. You're going to jail". In the UK our jaws would be on the floor. What shocks me is the number of comments you see when the story and video is posted saying "You just can't defy a cop like that. The fire chief/paramedic was dumb. He was lucky he didn't get his ass kicked"
When someone deaf, a non English speaker, a woman listening to music on headphones and an autistic child all got beaten for failing to comply fully and immediately with instructions again, rather than express shock, a lot of members of the public state "I kinda feel sorry for the victim but the poor cop wasn't to know the person they kicked the st out of couldn't hear or understand them".

There is no doubt that there have been some appalling acts by police officers. I have a winter home in Scottsdale Arizona which in general is a fairly calm place. However it is estimated that nearly 70% of drivers in Arizona are armed so there is at least some explanation as to how twitchy they can be at a traffic stop. I have driven through some very remote parts of the US and I can imagine what it would be like to pull over a car at night on an empty road .This is not of course a defence for the excesses that are regularly reported here.
