If its true then what a tit. If its a traffic car then all the onboard kit will reveal all. We get asked all the time if our cars are quick, standard reply is 'no not really mate' as its just not worth it. We did once convince one young lad that our Pug 308 was fitted with NOS that comes on with the blue lights and sirens
However there are a few things about the report that dont sound right. I'd imagine that by having his licence suspended means he's been 'grounded' until he's been re tested.

And 'formal sanction'?I'd expect it to go Removal of authorisation > Investigation (potentially could have been very brief if the vehicle is fitted with a data recorder) > Sanction/other further action if necessary.
There's still a potential for prosecution if the driver wasn't using any exemptions.
