CCJ Car Insurance?

I would guess it would change their payment options.

It might effect their premium if some actuarial table shows a correlation between ccj's and making car insurance claims.
It might mean that some companies won't insure them based on some financial risk assessment.

It said 'unsatisfied CCJ's'.
so if you have a CCJ and have not discharged the debt, then there may be a problem insuring.

The "Assumptions" the OP quoted would normally when used in that context mean the Insurer is not willing to quote, at best would mean you would need to refer the matter to the Insurers for them to decide whether to quote or not
