In fairness if a tractor held up a long line of traffic, more than three vehicles the driver should pull over - as the Highway Code indicates, at the first safe place and allow the faster traffic to pass. That they don't is bad, and should be treat as inconsiderate driving, so a tractor is slow is not excuse for this, ie a car holding up a similar queue.
I do recall a story about a caravanner holding up a tractor and a several miles of cars in the Lakes a few years back...

But would today's PC wombling down a country lane be interested in her speed or the danger. A few years ago, I wound an Astra up to over NSL to make an overtake safer. My crime -for a short distance ,I'd exceeded NSL ,and local plod was more concerned over that than my safety reasons for overtaking someone at a dangerously low speed . His excuse -he'd had to do 80 to CATCH me up. Why- he was tailgating the dozy bint ,and had shown no desire to pass her on a road where I'd suggest NSL was slow.

They might be I suppose, given that these days they can issue a fixed penalty for the offence.
