Being the M25 I presumed everyone used the outside 2 lanes only? Was wondering the same as saw these Hadec 3s flashing away yesterday too as I approached from the other direction. There was no variable speed limit and traffic was free flowing, so looks like as per an earlier post these are set to go off at 70+. Just wonder if they are resulting in tickets yet..

Normally i sit just under an indicated 80, so my Cobb AP tells me the i'm actually doing 72mph, GPS agrees so i'm not an habitual speeder.
I went through the camera, got flashed, looked at my speed and i was at an indicated 90, the AP said i was doing 84mph. So i cursed and awaited the letter, but it never came. Lucky escape, but it did it's job by giving me a reminder to watch my speed, even on empty roads.
I went out with a mate yesterday and we had a quick trip up the A13 and then went to Southend. His average speed through all of the SPECS sites was about 80mph and he's saying that he's never had a ticket and started ignoring them all a couple of years ago after a few people said that they were doing the same.
Does anyone know of someone who has a ticket from these ones? Not that I speed a lot, but it would mean that I can avoid the occasional fine that I get for no front number plate

Collisions are caused by people not paying attention. Your friends nephew, if he works on the M25, will know that most collisions occur when the variable limit has no effect as the motorway is over capacity. The variable limit actually works when it's followed (and there's no glitches), but the motorway just can't handle the amount of vehicles on it.
I don't use the M25 but I do use the M62 around Sheffield. I've found that in the managed section people are paranoid about the cameras even when there is no reduced limit. If traffic isn't heavy people will brake for every camera and accelerate between them. I even had someone pull in front of me from the outside lane on entering the managed section and brake hard right in front of me as he saw the cameras and panicked. Traffic noticeably thickens and bunches and it gets worse when you reach the average speed camera section in the roadworks because there is serious tailgating added to the mix. You get it all to some extent outside the sections with reduced limits and cameras but I find the managed and average speed camera sections to be a whole lot more stressful to drive on.
