Suspending someone without pay is in effect a summary dismissal without due process and if you read the terms of mosts suspensions you are expected to be contactable during office / normal working hours and expected to be able to attend meetings / investigative interviews etc at relatively short notice - although generally more notice is given to allow representation to be confirmed.

The Magna Carta has lots of relevance to internal disciplinary proceedings. You only have to look at any organisations' HR policies to see it cited multiple times.

It seems the Misconduct hearing is being done out of public gaze to protect those that made the allegations.

You could protect the witnesses, but not the CC in this case, i.e. "witness A", "officer A", as we've seen in a recent GMP public misconduct hearing. That may be one reason.

I also wonder if it'd impact on other areas of law which may be available to the 'complainants' if it were heard in public, too.

A petition to get him out of his job has 1,000 signatures and three former Chief Constables of Avon & Somerset police have signed a letter saying he can't stay in his job with eight final warnings against him.

The eight final warnings against Chief Constable Gargan are running concurrently?

I hope the report is made public, I'd like to read it. I can't see how you can be CC and ultimately be in charge of standards when you have 8 misconduct findings against you.

Possibly, but not necessary in the manner in which you suggest. I imagine a fair bit of conduct which would constitute to a final warning in the police wouldn't do so in private organisations. I'd also suggest the investigatory skill and depth is no where near the same for establishing whether or not there's been misconduct in private organisations.
