A la shoesmith debacle.Suspending someone without pay is in effect a summary dismissal without due process and if you read the terms of mosts suspensions you are expected to be contactable during office / normal working hours and expected to be able to attend meetings / investigative interviews etc at relatively short notice - although generally more notice is given to allow representation to be confirmed.

You could protect the witnesses, but not the CC in this case, i.e. "witness A", "officer A", as we've seen in a recent GMP public misconduct hearing. That may be one reason.
I also wonder if it'd impact on other areas of law which may be available to the 'complainants' if it were heard in public, too.

Possibly, but not necessary in the manner in which you suggest. I imagine a fair bit of conduct which would constitute to a final warning in the police wouldn't do so in private organisations. I'd also suggest the investigatory skill and depth is no where near the same for establishing whether or not there's been misconduct in private organisations.Talk about one rule for them....
