He was eventually cleared of misconduct but then retired in December.
Cumbria's Police and Crime Commissioner Richard Rhodes said the suspension was "in accordance" with regulations.
The Independent Police Complaints Commission cleared Mr Hyde in 2012, but an investigation by South Wales Police continued.
That second inquiry found no evidence of misconduct but made recommendations covering breaches of guidelines on using the force credit card, overseas trips, social media and recording gifts and hospitality.
Mr Hyde, who had a 30-year police career, was then re-suspended from his job by Mr Rhodes, who was unhappy with the report's findings.
"I don't think that's what justice is about. It doesn't feel like a fair process at all. What it feels like is a one-sided view," he told BBC Inside Out North East and Cumbria.
"People that made allegations... their information and allegations were treated as correct without an opportunity for me to address them.
"I never thought I would understand why people take their own life, but I think I understand that now."

It is a shame he left, as that revelation may have helped him understand how others feel while they are being investigated by the police, and it takes so long!!"I never thought I would understand why people take their own life, but I think I understand that now."

That's probably the best policy. I've been on the receiving end of false allegations and an intelligence insulting 'The dog ate my homework' letter from a Chief Constable via my MP. Some do sling mud in the hope that it will accumulate and stick. Sometimes there is smoke without fire. Some police officers seem to have had a common sense bypass to match their ethical one. UK constable accused of breaching data protection law to access womens private info July 11 2014 said:
UK chief constable, Nick Gargan, is under criminal investigation for allegedly breaking data protection legislation to access personal information of younger females whom he’s accused of inappropriately propositioning.
Previously stationed at Avon and Somerset, the former constable once held the position of chief of the National Policing Improvement Agency, and was reportedly tipped to become a Met police commissioner.
But following an investigation by UK police watchdog, the Independent Police Complaints Commission (IPCC), Gargan has been suspended and is the subject of criminal investigation.

If that's true that's unbelievably stupid. Why risk all that for silliness like that? If it's true?
Why the post now? Vaud's post about receiving an Email with confidential staff information reminded me of this case. Kind of confirm's Vaud's update on that thread.
