Where "Cycles excepted" or "Cycles only" appears on a instructional road sign (eg outside my office is a narrow road with a no entry sign which is marked "Cycles only") what is the definition of a cycle? It is specifically a bicycle or does that it also include motorcycles.

Further, is there any reason why, assuming the sign is put there due to road width only allowing vehicles the width of cycles, is there any reason why powered mobility scooters would not also be included as permitted traffic?

My source of knowledge on this is a TV programme about the increasing scourge that mobility scooters are becoming that was aired a couple of weeks ago. I was rather surprised to hear the narrator describe the fact that mobility scooters are classed as 'disability aids' and are therefore fully exempt from the Road Traffic Act. That having been said I believe there was a speed limit applicable to this classification and if a scooter could exceed this limit (something like 6mph) then there was a requirement for it to be registered appropriately.
I could be talking utter cobblers but it seemed to be reasonably plausible.
