Not read the propsed laws but as it stands did she not do the same as him. I agree that his actions are way worse and even under * current * law he should have been punished more

It's her photo, she wanted to send it.

He sent the photo in without her consent.
Even if you ignore the sexual element there's possibly a copyright issue in terms if fair use and distribution.

The revenge porn laws will be broadly based around the idea if not sharing private images with others.
