Why does there need to be a specific offence?

Why do the offences that have been mentioned to you – driving without due care and obstructing a constable – not function to obligate people to move out of the way of police cars?
there are three offences which cover it

driving without due care and attention

Obstruct Police if it's police or HMPS vehicle , offences under the Emergency Workers (obstruction) Act 2006 if it's trumpton / ambulance / blood service / various others
