He could, but a lot of people don't read the forms correctly and fill their details in the section about the registered keeper.

But he is the registered keeper.

Maybe you should have a read of the V317 form.

Exactly. Irrespecive of their gentleman's agreement, as far as the DVLA is concerned the seller lost all entitlement to the cherished VRM the moment the OP became the RK of the car it was allocated to on their records.

The seller cannot now become the grantee. What the OP can do is put him down as the nominee. However a nominee does not acquire any rights to the VRM until he applies to allocate it to a vehicle that is registered to him (i.e. he is the RK). See the explanatory notes to Form V317 Section 4. Until that point the DVLA will only communicate with the grantee.
