Jumping Temporary Lights

This morning I was at a set of temporary 3 way traffic lights, sat there at the front for 6 mins with them on red, both the others must have turned to green as cars were going through but then for probably 2-3 mins nobody was moving at all as they were all on red, the cars opposite came through, then I drove through with everyone else following behind.
I assume that this is technically illegally as you're jumping a red light but obviously cant sit there all day on red, so is this an offence or not? Although if so the police officer would have to be a right tosser to actually do you for it.

The best I can find is that if the lights are genuinely stuck on red, then they do not comply with the regulations and so do not have to be obeyed. At that point, proceeding with caution is allowed.

However, you'd have to prove that in court else really you're going to get done. Dashcam is the easy answer, or mobile phone cam from your passenger is another option.
