You need to clarify the status of your road. Phone your locl authority and as them is the road (and footways) are adopted highway, maintainable at public expense. If they are then, the highway authrotiy is responsible for maintain the road, no-one should be parking on the footway and you can't do anything about your neighbours parking outside your house - they have as much right to do so as you do, i.e. none.

Re the littering, I agree, it is annoying, report it to your local BIB...
